The Dwarven Citadels
The Dwarves of Demistra organise themselves in to autonomous city-states that resemble giant fortresses more than they do cities. The massive buildings are carved out of the very rock of the mountains, and contain entire cities within their immense walls. Each citadel is individually ruled by its own royal clan or family, and the patriarch of which is referred to as the king of the citadel. Each citadel is thus autonomously ruled, and maintains its own relations with other citadels and nations, and can even go to war independently. However, when a threat arises which concerns the entire dwarven race, the patriarchs meet at the prime citadel, Citadel Belhorn, to elect a high king.
